Kamyab Jawan Program - Complete Information 2021

Imran Khan won the 2018 election on the basis of his promises to revolutionize Pakistan. He promised to empower youth and bring a technological revolution to the country. His promise of providing 1 million jobs is the most criticized one.

The Govt has also taken some promised initiatives. Kamyab Program is one of those initiatives. There are many schemes in process under this program but we will talk here about Youth Entrepreneurship Scheme (YES).

The Prime Minister's ‘Kamyab Jawan – Youth Entrepreneurship Scheme' (YES) was introduced as part of the Prime Minister's objective of empowering youth by creating job and employment opportunities and provision of subsidized business financing. 

Aims and Goals of the KJP and YES

The Prime Minister's 'Kamyab Jawan–Youth Entrepreneurship Scheme' is intended to provide financial assistance for businesses through 21 Islamic, Commercial and SME banks under the supervision and guidance of the State Bank of Pakistan for young entrepreneurs and existing businesses between the age groups of 21 and 45 (18 years for the IT sector).

The people with workable and best business ideas can apply for the loan to get their business set up.  

The beneficiary of the program

The loans will be disbursed to small and medium-sized enterprises beneficiaries in Sindh, Khyber Pakhtunkhwa, Punjab, Balochistan, Gilgit Baltistan, and Azad Jammu and Kashmir. 

Women entrepreneurs are supposed to receive 25% of the loans under the scheme.

Who can Apply?

The eligibility criteria for applying is given as follow:

✓ All men/women/transgenders with CNIC and are between the age groups of 21 and 45 for a sole/individual proprietor or any one of the stakeholders (but the age of 18 for IT professionals/E-Commerce) who possesses entrepreneurial potential.

✓ SME/ Small and medium enterprises (already existing businesses and startups) that meet the definition of SBP and are in ownership of youth in the age brackets listed above also are able to qualify.

✓ Matriculation or equivalent education will be necessary for IT/E-Commerce related businesses.

Types of Financing

All types of Islamic long/short term loans.

LOAN Structure

Long Term Loan / Working Capital Loan including Murabaha and leasing/ financing [for Machinery/Equipment & locally manufactured vehicles (one vehicle per borrower)]


Tier 1:

The range is PKR 100,000 up to PKR 1.0 million

Tier 2:

The range is above PKR 1.0 million up to PKR 10 million

Tier 3:

The range is above PKR 10 million up to 25 million


● Tier-1: 3% per annum

● Tier-2: 4% per annum

● Tier-3: 5% per annum

Debt/ Equity Participation by Customer

For new businesses:

The new business owner would have a debt to equity ratio ;

Tier 1) 90:10 (10 percent)

Tier 2) 80:20 (20 percent)

Tier 3) 80: 20 (20 percent)

For existing businesses:

No equity participation is required of existing businesses that are applying for the loan.

Loan Tenor

The loan tenor is up to 8 years with a maximum grace period of up to one year.

Security Requirements

Security requirements will be as under:

T1 loans: Clean; however only personal guarantee of the borrower

T2 & T3 loans: As per the bank’s credit policy

Vehicle financed under T1, T2 and T3 to serve as collateral.

Target Market (Geography/Sectors)

All business sectors/segments spread across Pakistan, including Agriculture.

LOAN Processing Fee

You are required to pay Rs. 100/= (Rupees One Hundred Only) as a processing fee inclusive of NADRA online CNIC verification fee.


Non-Resident Pakistanis and Government Employees are strictly barred from applying the prime minister's kamyab jawan scheme.


The loan can be paid back in equal monthly, quarterly, bi-annually, or annual installments. The exact repayment terms, however, would be determined by the specific business types and the banks' decisions. 

The applicant is encouraged to negotiate these terms with the bank when the loan is finalized. However, the applicant may repay the loan in full at any time before the loan's maturity date. There are no penalties for making such early repayment. Subject to the terms agreed upon with the bank.

Application Processing Time

The time it takes to process an application is determined by the volume of applications received by each bank.

This is a five-year program, and processing will be completed in that time frame. Applicants from the first phase will be given priority in the second phase. 

New applicants will be processed in the order in which they are received. To lessen the time of processing, applicants are asked to be prepared for a rigorous verification process. 

Furthermore, whenever an application is approved or denied, the bank will send an SMS to the applicant's provided cell phone number informing him/her of the decision.
